Threshold Criteria

Reading Local Safeguarding Children Board regularly review the safeguarding thresholds used by all front line practitioners. The resulting documentation is produced by Reading LSCB to promote a shared responsibility to meet the safeguarding needs of children and young people.

Reading Thresholds Guidance Booklet explains the thresholds (including risk factors and protective factors) and the appropriate routes into services.  This is a guide only and should not be read as a definitive list of risk factors. It is important that good quality, appropriate referrals are made to ensure that the right service is given to the right child/young person, at the right time and in the right place. However, you must use your professional experience and if you feel a child/young person is at significant risk, you should make a referral - see below.

The Practitioners Guide to Threshold Criteria for Children in Need and in Need of Protection is a one page A3 sized version of the thresholds. Please do not hesitate to display this in your teams and offices.

Protecting children from neglect and abuse is everyone's responsibility but Reading Borough Council's Children's Services department has the statutory responsibility to ensure that children and young people are kept safe.

Where do I go for help?

The Children's Single Point of Access is how to raise a concern about a child (pre-birth to 18 years old) in Reading, including safeguarding and child protection. It is a single point of contact for all early help and children’s social care services, including disabled children.

There are 3 ways to contact the team:

The Children's Single Point of Access is available 9am to 5pm, Monday to Friday (excluding bank holidays).  Outside these hours, contact the Emergency Duty Team on 01344 786543
